He holds a Ph.D. in Applied Management and Decision Science, building on graduate and undergraduate degrees in computer science and mathematics. He teaches computer and data science at various federal agencies, blending academic rigor with practical application to equip learners with the analytical and technical skills needed to thrive in today's knowledge-driven economy. In addition to his professional work, Dr. Terry serves as an Associate Pastor at Morning Star Missionary Baptist Church and a law-enforcement chaplain with the Illinois State Police and the East St. Louis Police Department. A 24-year Air Force veteran, Dr. Terry brings disciplined leadership, strategic thinking, mission-focused execution, and a deep sense of civic responsibility to every role he holds. His experience spans both technical and organizational leadership, enabling him to bridge the gap between theory and real-world application.
